Actually, as long as you're just quoting "I'll", you do not need the full stop inside the quotations. To put the full stop inside the quotations is meaning that you are quoting a sentence. For example, if I wanted to quote your post, I would put in ""I'll." not "I'll". even you messed up correcting someone.". As incorrect as it may look, that was also the end of my sentence, so I am required to put a full stop after the quotations regardless of the fact that I quoted a sentence.

No. That's not correct, a quotation is a quotation, it is not part of your sentence; if you're going to correct someone please learn proper grammar. There are two types of quotations, 'Direct Quotations' and 'Indirect Quotations'. A direct quotation is when you quote exactly what someone said or in this case typed. In this case you quote it exactly how it is written, thus the full stop goes outside the quotations. Indirect quotes are when you use your own words to rephrase what someone says. In these cases, you don't even need quotation marks due to it not being a quote; though many people do and while incorrect, it is widely accepted.
