nWoHollywood4 votesIt doesn't exist anymore. Riot just recently changed policy so they don't let anyone know ahead of time. Their are sources that predict champ sales base on last time they were on sale, but nothing official anymore.
Sephvion4 votesWell, consider this. For the last two or three weeks, they have put champs, on top of their respective RP charts, on sale.
The champ who needs the sale most and is on top in the 975 RP category, aside from Braum, is Draven.
The champ who needs the sale most and is on top in the 880 RP category is Fizz.
The champ who needs the sale most and is on top in the 790 RP category is Leblanc.
I know they switch it up sometimes, like Malphite, in the last sale, but generally you know what is most likely going to happen.
NOW, if it were skins, then it's all fair play. I don't think the skin ones follow any sort of trend. It's all over the place.

DukeTorus23 votesActually, buying champs with RP while they're on sale can let you save up for some runes without having to play 7 games a day, so his choice to pay for champs with RP isn't necessarily unwise.
In response to the original poster, do you like to support or ADC better? If ADC, Draven is a pretty snowbally champion, so you win big or lose big. Jinx is a bit safer. Hopefully you've played all three during some free week so you know what you like.

The Haunted One1 votesI see your point, however I prefer to use rp for anything but champs. after you have all the main runes champs are really the only thing left to buy with ip, so in my humble opinion it is wiser to use your ip simply so you don't run out of things to buy with ip. The reward of working towards and attainig that next ip purchase is what drives a lot of LoL's community.

Instead, the Panda insulated the dart with bamboo, and then filled the salt water with his signature poison. Now it would blast poison straight at Fizz (440 RP) but it would look like salt water.

It was only just in time that he dodged the oncoming blast, because the tree trunk hit by the water instantly shriveled to the poison’s effect. “Nice try their Fizz, but you should never underestimate the power of the Scout's code.” Suddenly, they heard the sound of a spinning axe followed by the thud of a felled tree branch. Elsewhere, pops were heard as sigils were activated. With a silent nod, they knew what they had to do.

Even though Draven had been intercepted, they had each set up enough traps that one of them alone could carry out their plan; and that is exactly what LeBlanc intended. Halfway through, she felt something was wrong, so she looked back. There was nothing there. As fast as her magic let her, she distorted reality to travel as fast as she could towards Draven; but the Panda was already waiting. The moment she appeared he fired a blinding dart at her, which she dodged by distorting back to where she started, right into Fizz’s Dragon-Shark. “One jump ahead of you,” taunted Fizz. “And whoever thought we could deceive the deceiver with some basic misdirection,” said Teemo. Meanwhile, the fight between Draven and the Temple Warrior seemed even. While Draven kept chucking axes, Temple Jax kept batting them back. However, Jax started moving forward, so Draven took a step back. And then another. And then another. And then… POOF. Teemo had snuck behind and placed a shroom behind Draven, which unsteadied him and allowed Temple Jax to come in for the stun. “I’ve still got it,” said Temple Jax, “and know it’s time for you to pay.” “I don’t think so,” said Draven, “DRAVEN OUT.” And he disappeared in a glittery haze of Black Rose magic. “Then the deed is done,” said the Temple Guardian, “Maoki will be pleased.” Fizz and Teemo exchanged a satisfied nod. “See you tomorrow,” said the clever Panda, “not that it will end well for you”. “I won’t be so easy on you next time,” retorted the trickster with a chuckle. For next time was now. He had already hidden his Dragon-Shark in one of Teemo’s shrooms.
Sorry it's a long one but the combinations of characters (The dramatic Draven and LB, the temple themed Jax and Maoki and the two Satans fizz and Teemo) begged for an infinite amount of stories.

because riot either doesn't know how to implement a rotating queue like other MOBAs due to whatever hardware limitations and would therefore increase queues doing this (despite SMITE being able to rotate 6+ modes with no more than a 3 minute queue on ANY of them at ANY time)
or it's esports greed and desperately trying to keep SR in the spotlight, but I like to think Riot is not stupid enough to try to actively give a fuck you to the playerbase here
