Kennen is not as bad as people might say he is. He definitely takes some finesse to play though.
Top lane is his most viable position.
The way I play Kennen I take and max W first. W is great becomes it's a reliable targetable source of damage and it boosts your waveclear. With this skill order I recommend AD marks for sure. Quints could be AP, or attackspeed, or maybe more AD or even movespeed in certain matchups if you're feeling fancy. The optimal seals are defensive and depend on your lane opponent. Glyphs are usually MR, however if the enemy team is a full AD team comp CDR or AP glyphs become viable.
Now I have a friend who mained Kennen mid. We duo'd to diamond 1 together back in season 3. He played Kennen purely AP and maxed Q first and was very very good winning his lane with such a build. The poke from ranked Q's are nice but it has a weakness: it's a blockable skill and it doesn't boost waveclear very much. This is actually a big deal as a mid laner and to be honest his farm was always very low for the level we were playing at. It didn't mater so much though because he would farm kills and win teamfights with that ulti.
When you're playing Kennen you have to learn to abuse your passive. So when you have a charged auto dump it on the enemy champion then instead of using the active of W right away save it. You can use W active to easily reset the timer on your stacks unless your opponent runs way the heck away. Just like that 2 easy stacks out of three. All you need is one more charged auto, a Q, or jump onto them with E if you're aggressive. If you can manage your skills and passive in this way you will stress out the enemy laner very much.
