Applying BOtRK and his W with sated deveour is 12% max HP and 16% current.
So, lCS will be fun to watch in a few weeks.
I apologize for my ignorance but could you please post a link to what you are talking about? As far as I know the jungle Devourer applies magic damage on hit and this amount increases based on your champion kills, assists, and large creep kills. What is this % damage or double hits you are speaking of?

Still have to have full stacks on it in order to get the effect and well it can only stack from jungle or kills/assists, so it will have a risk level to using it.

Not in lane. You need to kill 30 jungle camps or 30 champions before you get that.
