Definitely try the 450ip champs as they tend to have a variety of roles and are generally easy to pick up

Anyone is who has a cheap IP cost buy is usually easy to play, Taric's the only exception. He's useless.

All champs are easy to learn for the most part once you understand the game. What is hard is learning how to play a position, what to build, when to build it, what champ you should be playing based on your team and the other team, etc. I would encourage you to just keep playing and learn each role in the game and then focus on which champs you want to really learn.

I would recommend only that who ever you choose play with that champion for awhile until you really understand how the game is played

If you want a nice strong champion that is actually easy to learn, you should probably play a tank or a bruiser a few good ideas would DrMundo Darius Malphite Olaf Shen Trundle Volibear Warwick

Buy 450 IP champions and experiment with it, we all have different opinions on what defines a "good champ 2 play n learn". For me, I like Corki. Deals 3 types of damage: true, magic, physical, has good poke and escape, this is what I call a perfect champion.
