help me get out of silver

hello.... i am having trouble climbing, i was 25 wins over my loss's climbing fast now im stuck at s3 promos, and i keep winning all my games into promo, but it seems when i enter promo I seem to get people that dont give a shit and troll the team, and i know there are plenty of discusions about this. but if im winning 60 percent of games i should be climbing but after 10 s3 promos now i have gone to 13wins over my loss's and 60 percent win ratio from a 70.
