I've noticed from experience that a lot of low tier people have this mindset where once someone "feeds" (ie: goes 0-2 early laning phase) they become tilted. What I mean by that is that they start playing super passive in lane to the point where it puts them even more on the edge.
Playing passively is not a bad thing to do, but there is such thing as playing too passively.
What I like to do when I give away a kill or two during laning phase is try to freeze my lane and focus on poking them even more. Speaking of which, trading is very important in lane as well. I've played with a lot of players that when they get poked first, they just back away to safety, which leads to a slow and painful death. You either hit them first and back off or if they manage to poke you with their skills, go in and use ur skills, then back off.
Also, always check the cs of your lane enemy. You want to have your cs be at least the same as his or her cs, if not higher. Especially if they have more kills than you. As long as your cs is in the same general area, 9 times out of 10, you are still as strong as your opponent, unless he has like 10+ kills over you.
One last tip, a good trick i like to use to have a good trade with my lane opponent, is if they use at least 1 of their offensive skill on a minion, I try to focus him and burn most of my skills on him, then quickly backing off, since his offensive skills will be on cool down. But again, this comes with more practice since you need to have somewhat of an idea of each champion skills and cool down.
