Tank items

So as you know, tank items got a small overhaul. Raw stats got nerfed and the passives got buffed and refined. But I'm not clear on their uses.

When is dead mans plate good? whats its use? Omen seems self explanatory When is sterak's gage worth getting as opposed to a veil? At what hp threshold is titanic hydra better?
