I always try to freeze the lane on my side of the map unless I'm going for a kill, trying to destroy the tower or setting up for another objective. Every lane can freeze and it can be very useful at denying your enemy CS (or opening him up to ganks if he tries to CS.)
When I find this tactic most useful is if I am behind in a lane and my lane opponent takes my outer tower. I continue to let them push and then I freeze the lane near my inner tower. This leaves them with a difficult choice. Either they continue to farm and risk getting ganked or they miss out on all that CS. Doing this has allowed me to recover from rocky early games and still stay relevant in team fights.
The downside of this strategy is that if his team groups up and tries to push the tower it is very easy for them to take the inner tower before my team can respond since the minion wave is already pushed. However, most people in soloQ I've found don't communicate that well.
Another downside of this strategy is that it allows your lane opponent to roam. If you freeze the lane under your inner tower but your adjacent lane is pushing hard then that opens them up for an easy gank. You opponent can also roam to try and pick up an additional tower. If this happens you need to break the freeze and push the lane hard to trade objectives. If done properly you will trade towers but your team will come out ahead because your team was getting 2 lanes of EXP and CS the whole time while their team was only getting 1 (since no one was opposing you in your lane.)
