#How to understand Ashe's new Kit...

The actual gains are dependent on too many variables to be as cut and dry as saying its +X, every point of AD and +Crit Chance from other sources changes all the gains. +Crit Chance gains are most affected by AD, while +Crit Damage is most affected by +Crit Chance. An Ashe that takes all AD marks Vs all +Crit chance marks Vs all +Crit damage marks will have different gains with IE that will further be altered by other items runes and masteries.

TL/DR

Ashe's Crit Chance/Damage is (0%/0) on all non-Frosted targets, and (100%/*1.1) on all Frosted targets

+Crit Chance = More damage on crits

+Crit Damage = More damage on crits

So yes, IE is still very good on her, as is any item that has +Crit Chance or interacts with Crit in any way...(ie. Fury Mastery in Offensive tree)

I believe building crit still applies to the passive.

IE increases the extra damage from crit items by 50%.

Let's say you only have an IE as item, your crit damage will be 110% + (20*1,5)% = 110% + 30% = 140%

The formula for Ashe 's passive is this:

110 + ( CritChance * CritDamageMultiplier ) = %DamageOnCrit (if I remeber well)

item 3031 give 20% CritChance and 50% CritDamage (it adds 50% on your CritDamageMultiplier)

so you'll get 110 + ( 20 * 1.5 ) = 110% + 30% CritDamage

How many times will we see this question being asked?

It doesn't. You don't benefit from IE's passive. End of story.
