i heard people say breaking animations and auto attacks makes you attack "faster". how exactly do you do this? you just attack and click away, and attack again? then rinse and repeat?

Yes, and to practice I think you can try it out on long range ADCs, it is more obvious.

I've been wondering about this myself, can this actually cause a good cs lead on a lane opponent who's not doing this?

yea but you do it as soon as the auto attack animation is eneded the quicker the better. The best example of this is boxbox's video on canceling riven's Q to make it faster. Look up boxbox Q cancel on yt you will find it. You just have to be good at clicking off of the target at the exact time and clicking back on it when your animation comes off of visual cooldown

Oh dear, a slight misunderstanding.

The big answer to your question is known as animation canceling, which can be broken down into two parts: Orbwalking (Auto Attack Canceling) and Ability Canceling. Ability Canceling can then be broken down into auto attack resets and Ability Resets. I'll explain all three elements one by one.

i heard people say breaking animations and auto attacks makes you attack "faster".

This only applies to Ability Canceling.

you just attack and click away, and attack again? then rinse and repeat?

This is orb walking, which will not make your auto attacks faster.

What actually happens if you orb walk is you cancel the "cooldown" animation of your auto attacks. For example, let's say you're playing a champion like Yasuo. If you pay attention, after Yasuo's auto attack lands, he will hold his sword in the air for a short time afterwards and stop moving. If you right click the ground immediately after Yasuo lands his auto attack, he will not play the animation where he holds his sword in the air, and you can take advantage of making him move when normally he'd just be holding his stance and not moving.

Orbwalking is a trick to make you more mobile, not do more damage.

how exactly do you do this?

Animation canceling, or using anything that resets auto attack timers.

A simple example of this is Garen. I just explained to you that Orbwalking doesn't actually make you attack faster, but if you pay attention, if you activate Garen's Q immediately after his auto attack lands, the Q auto animation starts immediately.

This is known as an auto attack reset. Orb walking doesn't make you attack faster because the game thinks that the cooldown animation is still playing. Auto Attack Resetting however tells the game to start a new auto attack animation automatically. This means if you time these auto attack resets correctly, you can blast the opponent with two back to back autos way faster than normal.

The last element is Ablilty Resets. Similar to auto attacks, certain abilities have "cooldown" animations, little extra bits of animation where the champion holds a pose even after the ability has technically ended. Most of the time, you can cancel this by right clicking the ground in a similar fashion to orb walking, however it is also possible to chain abilities in such a way to take full advantage of having no downtime. Riven has a lot of animation cancels that don't have anything to do with her auto attacks, for example.

right after you shoot, your champion can actually move or use an ability. People at low levels just atk, and wait, and atk, which means they're wasting time waiting for the player to reload when while you reload, you can move, or charge up an ability.
