As a top lanner when should you take ignite over tp?

What sort of top laner are you? Are you good at team fights? Split pushing? Do you do heavy damage or are you a damage soak?
Generally ignite is picked on carry top laners. If you scale incredibly well off of kills and you are not worried about a death or two against your lane opponent it will assist in snowballing you. Killing your enemy gives you more time in lane to gather CS and experience, and denies it to your opponent.
Teleport, however, is the opposite. It is better than ignite when your top laner is either better at team fights/objective control or does not have a large amount of kill potential. Some top laners would rather push you out of lane than kill you, and in this case teleport is superior. As you go up in rank teleport will have far more potential power, since you can rely on your allies more than you can at lower ranks.
It is still a situational pick, but this is my take on it.
