What/when is viktor good at?

Is he more of an early game mage, does he starts being good mid..? Should I play more aggressively during laning or stay back and ask for ganks? Is he more a burst mage or a poke..? Etc.

He is an AoE Burst team fight mage wit decent wave clear and okay poke and zoning.

Farm in lane, then show up for team fights if your team is not too far behind for some of the easiest Quadrakills ever or AFK wave clear while playing super safe if your team is far behind until the gold lead the other team is less impactful.

victor has very strong reliable easy to hit long range burst, thus, also very good poke. he has decent mobility with his movementspeed boost and survivability with his shield and cc. he has strong single target damage aswell as aoe damage while being able to waveclear, bully and duel almost every midlaner/champion in the game. few can beat him in a straight up 1on1.

i would say victor isnt the easiest champ to be efficiently played, but definitely one of the strongest in the game at all points of time.

He's best late game. His unique item is one of the best AP items in the game. It amplifies his abilities to outrageous proportions. Not really weak at any point in the game but he isn't easy to learn so the skill cap can hold him back. But what the people said above me is all correct.

Vikki has good poke, nice trades, cute burst and acceptable sustain. He can outpoke that Lux or Xerath and outburst that Leblanc who dares to jump in his face. His ult can interrupt channels such as Katarina's ult.

He is good at bullying in lane and also at clearing waves. He has a nice time scaling into late game - though, admittedly, it may seem he has a weaker mid game than early and late, especially if you might be struggling to get some high cost item and not choosing to go for a low cost/high efficiency CDR pick.

He has some weak spots though:

  • vulnerability to ganks. There really are better tools to save yourself than vikki's W, especially before you get Sorcs and your 2nd hex core, or pre4 when most people may have 2 ranks in E and one in Q and no W at all.
  • vulnerability to assassins. Some assassins tend to be very hard to peel against with Viktor's W. An example could be the ever annoying Master Yi who can just dodge it with his Q or walk through it without being slowed. (Though there are others again, like Yasuo, which I like to pick him into).
  • There are time windows to outtrade him easily, especially pre12 or so before his Q gets a rather low CD. If the E and Q are used, Vikki won't really be able to follow it up with anything for a few seconds. Mind you, the new Viktor does not scale with CDR as well as the old one and is often played with a build that doesn't really offer any CDR.
  • He's rather hard to master. His Q requires him to be in AA range, his E is a skillshot for which to use you'd better know your vectors, his ult is an interrupt, burst and AoE DoT at the same time, his W can be anywhere between gamebreaking and entirely useless.

So Viktor can be a really tough guy. It's for reason that some people have called him "OP" - including for instance the famous Alex Ich.
However, he is hard to master and offers his opponents ways to beat him. 
His high skillcap allows him to be played very effectively if you really know what you're doing. But he isn't an Annie or Ryze, so you can't just smash your keyboard. If that's what you are doing, none of his many strengths will hold true to you.

Viktor's average winrate on ranked play is somewhere not far below 50% as far as I'm aware. 
He is quite decently balanced after all.
