If you're only level 23, you aren't playing ranked obviously, so I'm curios what metrics you're using to measure your improvement. Self-improvement (in League and other things) is something I enjoy learning about.
What position(s) do you typically play? And what champions? Are you trying to learn 'mechanics' like comboing
Tidal Wave into Aqua Prison? Or are you trying to improve CS?
maybe you have improved but haven't noticed it? one thing you can do is try out new things and strategies and see how they go.
League has a pretty steep learning curve, especially if you are new to MOBAs or even to RTS's in general. Even if you are a veteran of the genre, learning the abilities of 120+ champions can be rough sledding.
My advice is to play as many different champions as possible to familiarize yourself with as many of them as you can. Take advantage of all the free week champs, play each at least once and preferably until you have a decent feel for them. This will help you a lot when you come up against a champion on the opposing team that otherwise would seem a mystery.
Unless you are planning to play exclusively jungler/support, learning to last hit minions (aka farm aka cs) is vital to your success, as it is your main source of gold. Practicing this in a custom 1v0 game can be a big help.
Learn to ward. Vision saves lives by avoiding otherwise fatal ganks and creates picks on the enemy team. A ward may not seem as sexy as that next big item on the horizon, but trust me it will pay its weight and then some.
Learn to itemize against the enemy team. Fed zed on their team hunting you ADC? Better buy a QSS. Did they forget to pick any physical damage dealers? Load up on MR. The ins and outs of the item system will take a while to learn, but cookie cutter builds won't cut it for long.
Some people enjoy watching professionals stream or reading their guides on a favorite champion. I'm more of a learn-as-you-go type, but everyone learns differently. Give it a try!
Prioritize objectives. Did your team just score an unconstested kill? Your mind should immediately turn to what tower can we take? Can we get dragon/baron? Taking objectives wins games.
Most of all, remember this is a game and the number one objective is to have fun! Good luck on the Fields of Justice, Summoner!
LoLclass has helped me, along with RedMercy, foxdrop, and phylol. Also watching streamers like Voyboy and Krepo have helped me as well. I also find talking out loud, like you're streaming, has helped. Like, take a few seconds to talk about what's going on around the map. ex: "Tops pushing to their side, dragon's coming up, blue buffs up, no wards on their side, their top layer is mia..." can help you start making decisions on where you should be, maybe what calls you should be making for your team, etc. Also... also, also, also... listen to your team. If they ping a tower or an objective, go to it ASAP. Stop taking wolves, or CSing, etc. 5 people making a bad decision is almost always better than 3 or 4 being left to die.
Watching Esports can help. See what they do in the LCS try to replicate it.

If you play against people who are better than you, you will naturally improve.
KDA is not a metric for improvement.
Best metric by far is simply w/l ratio. As long as you are winning more than you are losing KDA, wards, itemization, none of these matter. They may help bring that percentage up even more, but, the crux of the matter is that w/l is the only metric that effects your MMR and thus shows if you are improving or not.
I recommend trying out new champs each week. Even if you're not good with them you will atleast learn what to expect from them. And there's no shame in bot games either, especially when playing a new champ. Oh, and one thing that helps in the game is to make jokes in the beginning of the game. I find that it helps relax your teammates and also probes for anyone who is in a bad mood. And telling good jokes gets people to like you and are more willing to help you or forgive any potential mistakes you make later on.
Don't feel bad. I've devolved from being gold to nearly bronze. Despite what they'll tell you not everyone is capable of improving at this game.
You're either talented enough to advance or you're not.
Sub-level 30 games are a bit of a crapshoot.
You have a lot of smurfs next to legitimately new players levelling their first account.
One of the best things you can do to improve is to record your games and watch the playbacks; you'll be able to more easily see any mistakes you made and know exactly what state of mind you were in at the time vs. your analytical opinion of it postmatch, which can alter your situational awareness ingame.

Something that helped me drastically improve, when still relatively new to the game, was watching lots of gameplay and advice videos on YouTube. Right now I really like the channels for Fiss Mortune, Tekk, LoLEsports, gbay99, and unswlolsoc. I hope you find something you like! :)
I watch a lot of esports, that has helped a lot, also watches many pro players streaming. I would suggest playing solely one role, one champion that you really like, set a rune page and masteries just for that champion. In the first few months of playing, i usually change from champion to champion. If you can settle on one without getting bored, you would definitely rank up. But in the overall gameplay improvement, you should definitely watch a lot of lol esports matches on youtube, lol has an official channel. It will help you find the role you like, maybe inspired by madlife's thresh, faker's zed, uzi's vayne. Then comes practice.
