Of the champions you listed:
is extremely hard to play well. You have no escape and only short duration CC against enemies who get in your face, which means you have to be super good at positioning.
is a good choice. Her kit is straightforward and rewards good play, and she has an easy time clearing waves and staying safe in lane. You're still slow and vulnerable in teamfights, but landing her combo is very rewarding.
I wouldn't recommend because he just doesn't do enough different things. There are many opponents where you just can't solve them because your kit doesn't have the tools to handle it.
is super strong. Maybe not the best pick for a new player, because controlling which guns you're using is a lot of thinking and it makes her brain hurt. Much better than Ashe for new players though.
is quite a good choice. Very straightforward kit -- charge up stuns by last hitting with Q, then stun and do damages. Also, you drop bears on people, and you can play her in any lane.
I would not recommend, even though she is one of the strongest champions in the game. Her kit is very reliant on knowing what the other team is about to do.
Now that I've covered the poll options, let me give some picks for new players of my own.
- She's got a really simple kit that will serve you well at all skill levels. Intervention is a tremendously powerful ultimate and her trading in lane is pretty foolproof.
- Beartigerphoenixturtle man is just a truck. Hard to kill, hard to stop, does tons of damage. Very easy to play and strong enough to make almost anyone run in a 1v1.
- Probably the safest ADC in the game. Super long range, super long jump, plus a self peel. Will dominate late games if you get there, and she's not exactly weak earlier either.I didnt like any of those champs when i started out There are a numerous amounts of 1350 champs i prefered over them tho

Garen and Ashe are in my opinion the two easiest in their respective roles to learn as Garen's passive teaches you to engage smart and sustain, Ashe's passive teaches patience on last hitting.

Honestly, Annie and Jinx of those I would start out with. They may not be easy but you need to learn the game either way. It's best to start out with semi complicated characters to get a feel for the game.
Annie will help you learn about farming/trading and Jinx will help you learn about positioning/utilizing kit offensively and defensively.
Tbh, there's no be-all-end-all best starting champ. There's a huge number of different playstyles throughout the game, and you'll go through a ton of different ones while you're learning the game anyways. Just my two cents.

These are all very easy champs, good at their role, and best of all they're only 450 ip!
She's always useful, doesn't matter your skill lvl as a player, you always can do something to help win the game.
If you are restricting yourself to free or low cost champs then
. Learning to last-hit and trade efficiently is critical and Annie is a great at helping you learn those skills. That said, there are actually better champions out there to pick up as a first champion. The problem you are going to run into with any of the choices you listed is that they tend to be specialists. They are good in one or two roles, but run into problems if you have to do something else. Annie for example is a good mid-lane mage and a decent support, but what do you do if other people take those roles and you have to fill in somewhere?
If you are willing to be patient and save up some IP, Cho'Gath
and Nunu
are both great stating Champions. In addition to being easy to pick up, they have the ability to handle pretty much any role in any lane.
Annie would be a good champion to learn in my opinion. She can fill the role of mid, support and sometimes even top pretty well. In addition, out of the list of champions, she a very high potential with minimum skill required.
Annie dominates melee champions due to her stun, and has one of the highest AA range in addition to her flame shield, making her a very safe champion. Her only skill shot is a pass-through AOE with 625 range; landing it mostly consist of pointing the mouse at the general direction of enemies and press a button.
Her ult gives her a tank for tower dives that will also AOE stun where ever she clicks if she cast it with her passive.
The most sophisticated Annie technique can be learned without much practice. While you have one stack of pyromania or ult and your opponent is low, cast every spell in order of W - E - Q for a guaranteed stun or Q - W - E - R if ult is off CD. Switch W and Q in the first combo if you want an AOE stun.
As well, remember to cast spells before going to lane to build up stacks. Her stacks does not require you to actually hit an enemy. When you do have a stack, don't hold on to it for too long. Most champions will try to push the lane in hopes that you will not wave clear. Don't be wary of losing a stack, at later levels you can get it back in under 5 seconds.

ashe, tristana, garen, alistar, or annie i'd say. especially since you can get trist, garen, and ali for free. the learning curves on those champs isn't too high (although i personally SUCK with ali.)
