Mastery Page question regarding Talon

I've seen a couple different mastery pages run out lately for Talon, since I'm looking at picking him back up to deal with some of the mid laners I hate playing against with my mages, I figured I'd take a quick poll on which ones you guys use.

I appreciate any input that you have in the matter.

The cut and dry is that while the typical mastery page that I see utilized is a 21/9/0, I've started seeing a fair amount of people using a 21/0/9 page as well.

The 9 utility they take phasewalker, Fleet of Foot, 3 into summoner's insight, with alchemist, and culinary master rounding out the final two points. I can see the benefit of the increased speed percentage, as well as long potion duration giving you a little extra oomph from your flask as well as potions, then the biscuits are self explanatory.

Do you guys think this has any real merit or even as much as an edge over the 9 defensive points? Or are the defensive points just that much larger of an advantage? I intend to try it out to see the advantages later, but figured I'd get some input before hand.
