Spell power on Draven?

I faced a draven with hextech gunblade and a seraph's, was the guy stacking draven off carousel, a total noob or is he actualy getting something out of the spell power on hextech gunblade? The Draven did wreck me in a fight with this, but then it is the League of Draven.

It would be good too know what champs dont benefit from spell power, I may suggest a list is made in a thread. I thought people were noobs for having ap on Lulu when i started playing.
