Game constantly stuttering

FPS and MS doesn't really change for the better or worse, but my game stutters. Now that I'm doing S.R 5v5 again, it's much more obvious. Animations will not fully load or finish such as Q's, W and ultimates in lane. So it looks like I'm lagging but the game just continues on.

This stuttering is affecting how fast I play and react in game and it's getting out of hand. Everything is set to Low. any ideas?
