Make Changes to Glacial (Add more countermeasures)
This post is to try and explain why I think there is a HUGE problem with the way glacial in general works in TFT and why I believe it needs to be changed.

Glacial requirements are too easy to meet: There are a total of 6 glacial champions in TFT and you only need 2/4/6 of them to use it. This should be changed from 3/6 similar to a trait like Blademaster because as it is Glacial is high reward, low risk to build for.

Glacial is too hard to counter and overtuned: Since there aren't any items in TFT that can reduce CC's or prevent them glacial stun proc is one of the hardest gameplay mechanics to counter in TFT. While there is PD (phandom dancer) which allows you to dodge critical strikes it only applies to the champion this item is on, furthermore you can counter this item by simply building a RFC (rapid fire cannon). Not to mention this trait belongs to a group of champions that already have stuns tied into their main abilities (Ashe, Lissandra, Sejuani). This gets even crazier when you add the fact that the definition and application of Glacial does not only apply to only auto attacks but all damage sources from these champions (not including items as far as I'm aware). This means Voli chain lightning can also stun from glacial (I have confirmed this), Annivia's glacial storm which lasts for quite a while and even technically Lissandra's aoe field from her ult can trigger it if you're lucky enough. This gets even CRAZIER when you let the effect of glacial able to reapply on a champion with an already existing glacial status on it, allowing for easy lock down on multiple champions in a TFT and no way of countering.

Glacial Comps are too easy to make and too strong: Like I said in the first point because the requirement of Glacial starts at only 2 champions it is very easy to use in as a part of most team comps. Since Ashe is a ranger you can easily get that trait going for her with another ranger since the requirement for that trait is also 2 champions. Another example is elementalist, which in of itself isn't a overpowered perk except for maybe the fact that the golem probably needs an overall health reduction or a more engaging way of increasing it's health. However, since 2 of the 4 champions in TFT that are elementalists are glacial it's very easy to get away with especially mid-late game when annivia becomes available. With that comp you simply let the golem soak while the rest of the units CC safely with their trait and this isn't even accounting for other traits that you'd probably already have at mid-late game. The power spike is huge when combined with glacial. Then there's Sejuani and Braum who also have some pretty easy requirements for their other traits. Knight only need 2 on the board (Sej) as well as guardian (Braum) these are also 2 of the 3 "tank" class traits with the other being noble which can make targets affected very hard to kill. While these traits themselves aren't a problem the fact that glacial teams can very easily transition or accommodate multiple other trait comps while still being one of the strongest in the game by itself.
Summary of changes: Glacial requirements are too low 2/4/6, should change to 3/6. Change values of the stun chance itself 20-30-45 > 15-30 Make it so that the effect of glacial can not reapply to a target until 2 seconds after the effect has ended and can only be applied from auto attacks.
P.S. Maybe even just change the way Glacial works in general? I don't think CC is bad in TFT but being constantly stunned by RNG to the point you're just watching your champions stand still isn't very fun. When I was making this point to other players and asking what they thought most agreed that glacial is "OP" and should be changed in some way. One had an idea of making it debuff attack speed, which I thought was actually a really good idea because the trait would still be very strong but not to the point that it is makes you want to stop playing TFT to write a lengthy forum post.
