Why do Demons seem so weak?
There's very little chance of getting them and their bonus is somewhat really underwhelming.
The Mana Burn just seems a little on the weaker side compared to everything else?

I think a big part of it is that the demons themselves don't feel like they have a lot of other good synergies. Building a team of demons gives you Aatrox, Elise, Evelynn and Varus early on. Varus with some decent items can feel pretty good, but the others are pretty lacking without their own synergies (assassin, shapeshifter or blademaster). Imperial can feel pretty good if you're lucky enough to get Swain later on, but at that point it's more about watching Draven kill everyone and hoping Demon sometimes saps their mana.
Demon is better versus more mana dependant comps, but weaker versus the ADC type (no mana) champions. Since most people favour going for the adc with stacked items demons biggest asset is often just wasted.
I feel like they work best in addition to something else. Like if you're already building Assassins or Rangers, adding a Demon to synergize with Evelynn or Varus can help out. There's a reason Kassadin is one of the best units in the game, taking mana and preventing the enemy units from using an ability is very disruptive, plus the added true damage.
One of my best comps incorporated Demons on the side. I started Wild, then Sorcerers with Morg and A Sol, and I picked up an Elise to pair with both the Shyv I wanted for A Sol as the 3rd Shapeshifter, and to pair with Morgana. That's a team that has increased Attack Speed, Powerful abilities AND mana burn. Very hard to combat unless you get 6 Nobles or are criting like crazy.
But I agree on their own, they can be a little weak.
The Demon bonus is actually fine the problem is that no one wants to build the individual units regularly other than Varus,Swain, and Brand.
Demon's work well if you two demon champions to start that also work well with another synergy. Demon's are rare and hard to get a full comp with though, so it's usually a case of getting lucky or having them as secondary champs.
I personally love having a varus + any demon champ early game and burning an entire bar of mana for true damage.
Another reason it feels weak is because Eve and Elise are generally weak champions (elise is good at tier 2, especially with shapeshifter buff, but that's rare) and Eve is considered the worst assassin.
