I have heard that we will be getting ranked for tft in the 3.14 patch, the problem is, every source seems to have a different answer to when its going to be released. When are we getting ranked for tft? (What date)?

if they can fix enough bugs to make the game reasonably competitive then yes. 3.14. however, every day that goes by we keep seeing more bugs pop up.
