Make it a pre-built hero "deck" so at least i know and everyone else knows their 9th ahri will come.

The chance of not getting the last piece you need for a 3-star or the 6th Knight/Noble you need to complete the composition is an intentional part of the game. If you could reliably be sure you could fully complete whatever build you were going for then the part of the game that's supposed to challenge your skill (building a viable team out of whatever you happen to be offered and/or are able to save up enough to reroll for) would be gone in favor of people effectively net-decking the most popular compositions and simply always going for those.
Maybe tunnelling on a single champion is not the way to go in that game and forfeiting that doomed effort shows good decision making?
Also, if you are going for ahri 3 I am guessing you A)already checked for other Ahri stackers and there were none B) Stayed at level 5-6 and spent all your gold to roll because there is the tier 2 champ best chances
