How does the RNG work?

So I can't be the only one who notices that, the in game random number generator does not seem random. First is the quite prevelent blue cart streaking with TF but that I can still wiff away with conformation bias or inteded mechanic. But the champion rolling. How is it that every game there is 1 champ at especialy at the higher tiers never shows up. There is 0 ppl with cho gath, 2 with t2 gnar and sejhs but all I get is knar sejhs and akali. Small sample size can be the reason, but every game it seems i do not get a random unit, instead i get a normaly distributed set of heros. with some heros having a 0% and others having a 33% or higher chance. Any other ppl noticing this aswell?

Yes. I suspect it may be intentional, and it's important to play around it, rather than to ignore it. Find which unit is common, and get them gold.

They've said that the item RNG manipulated to make things "interesting", it wouldn't be surprising if the champion RNG has the same thing going on.

Keep in mind those champions could also be appearing in other people's pools and they simply don't want them. This means that they wont show up for you, but you also just wont see them on the board.
