Tier vs 2-star

How strong are the different tiers compared to star level? I assume a Legendary is better than a common 2 star, but is there a general rule of thumb yet? Is an Epic better than a 2 star?

Some dudes with experience tell me that a 2* vayne is stronger than a draven ina 1v1 duel.

Not sure if it can be trusted.
