Trade 3 of a tier for 1 guaranteed?

Just a suggestion. To somewhat combat instances where you're sitting on 1 Brand/Akali/Gnar etc and can't get them to roll, how about they allow us to trade in 3 of any champion in a tier for 1 level 1 of any champion? It be paying triple, and still the cost of rerolls to get 3 of a high tier to show up at all, but be better than sitting there getting nothing from 30g worth of rerolls.
