There are a few main reasons:

1. Que times get fairly long as you get into mid diamond especially if you pick something like mid/adc. 15-20 mins isn't that uncommon
2. After the latest patch, diamond players can only play with people within 2 divisions, so in order to play with lower ranked friends you need to have an account at a lower elo. So you will probably see a lot of diamond smurfs making accounts soon to play with their plat friends that we used to be able to play with.
3. Its a good way to learn some new roles as ranked games at a lower elo are often better "training" than normal games where a bunch of people arn't trying very hard.
4. Some people do it to stomp people worse than them, I disagree with doing it for this reason.
