boosted team

how can a team be boosted when you are in bronze 3 elo? Boosted from what, bronze 5?

i drop from bronz2 to bronz3 by lose 3 or 4 round bc i always have those kind of team in my game so when i play rank im geting nervous about my team is it gonna do good or bad O_O O_O
