Team Builder: Establishing a limit to change team

As everyone has noticed, Team Builder is known as a "not so good" mode of matchmaking, since it's too slow due to things like this:

Sometimes, me and my friends get stuck in queue for almost half an hour, and then we just quit and decide to go blind pick.

So... In order to solve this problem, I think the most effective thing to do would be to establish a limit, so that a player could not change team more than 3 times, for example.

I find it important since Team Builder is such a great way to be able play the champion/role you want to, and it is spoiled because of those selfish atittudes of people who can't wait five minutes.
