LF a DUO Partner for ranked who can help me get out of silver

I have been playing ranked for a really long time and whenever i play i have someone that trolls or some that rage quits. I use to be at silver 1 and now i am at silver 4. So i decided to look for a partner, If anyone can help me get out of elo hell i would be really happy. I can hold my own lane and pull my own weight I just need someone to help me out of elo hell.You don't need to have skype all i want is a good partner that can help me get out of silver.
