I'm a bronze scrub who jungles but I can give you some tips; Know your match up, where they start, and how hard the camps affect their clear time.
Let's say i'm Vi
I start blue, get gromp and wander to their red buff Now if I know they start blue, this will be a synch so i'll pick up murk and scuttle too to burn time to allow them to get to red. If they start red, i'll look around at their raptors or krugs to maybe pick up an early kill. If their jungler is taking it, i'll wait for it to be at smite hp and snag it and possibly pick up a kill with it.
Knowing your match up and where/how they clear will allow you pick up early kills and good counter jungling.
