Surrendering at 15 or 20

I was in a game where we made a bet, whoever has fewer kills at 15 minutes surrenders. after the game we did it again but the enemy team didnt want to partake. after we won the nunu from the enemy team said that riot doesnt cuont surrenders as wins for this event. is this true? or is this a sack of lies? im just trying to boost the points asap and aram isnt the most serious of modes anyways.
