Getting bot teammates in a bot game

I am trying to level up my new account by playing bots and sadly i cant win because it either a 1v9 or a 1v5 mainly because all my teammates are bots. Riot says (we match according to skill and strength) yet im lvl 15 which i believe is way above bots' skill level.
