Why can't I create my account ?

I have registered my account on PBE 3-4 weeks ago and i didn't got any emails from RIOT , so i tried to login into the PBE launcher and it say's "the combination between the Username and the password is wrong" so i checked some websites were says that i need to complete the step 3 were i create my pbe account and complete some personal informations so i tried to check my pbe account status and when i acces that webpage it says "Something went wrong Was Ziggs here? Something...blew up on this page. Please give it another shot later." So i tried later but the same error. What should i do ? Am i not gonna be able to play on the PBE ? Can i fix it ? Please help me Thank you.
