Need help getting back to gold.

Okay I am looking for a duo partner that will help carry me to gold. I main support, and i feel like i play well. I know my mechanics well. But I always seem to lose all the time. I dont want to blame "Elo Hell" for this or my team mates, but i dont think its my fault either. I just got demoted to Silver 3 today after going on a lose streak. You dont have to be an adc to help me out, i just want someone who knows what they are doing to help me get to gold again. I appreciate any help :) I have work today at 4 so i can play all day til 3 pm est. I used curse or skype for commincation.
