Looking for duo partner gold III +

This is my smurf, my main is gold. The reason I am looking for someone Gold III plus is because I tried it with a gold friend of mine and we got qued with players that just fed.. silvers, no offense to silver or anything I am sure some are good.. but the ones we were qued with were not. So I am looking for a duo que partner that is at least gold 3+. I am still doing provisionals, I have 9 left.. I am just wanting to get a better que selection and mmr matchup if you know what I mean. I will invite you to a few normal matches so we can see if we play well together as well before hand. Oh and I main top lane.
