Need a DuoQ partner who can help me get out of silver hell.

I know, elo hell doesnt exist, but bad luck does, so I'm asking anybody who thinks he or she can help me get out of silver since I've been on a cold streak when it comes to teammates lately (500+ ping, plain bad at their champ, or going only for kills instead of objectives, ignoring my laner when he's getting crazy fed without me being able to stop it). I would prefer a jngl but anything willing to help is good.
