From what I've seen, people that are asking to play with 'other diamond smurfs' aren't actually smurfs. This guy isn't an exception. The account he is playing on has over 2,000 normal games played on it. Just because someone is unranked doesn't mean they are a smurf. A lot of people try to get real Diamond players to help boost them up. I've seen at least 20 people this season use this method to get to Plat. I made a list of these "Diamond smurfs" and tracked their progress; they all stopped climbing once people stopped doing premades with them. Some of those 'Diamond smurfs" are even stuck in gold 5 because they got boosted to high gold then dropped down like a brick when people realized they weren't actually Diamond. So now someone that is playing at the bronze level has gold borders for next season. It is a shame, but unfortunately this problem has been really bad this season due to DynamicQ and the ease of boosting that it brought.

I hate how Riot doesn't have a definite way to stop smurfing, elo-boosting from happening. Even when granted the evidence some of the players I reported whom were actually elo-boosting/ed, etcs dont get banned.

The bans take a while sometimes. I have 2 people that I currently caught being boosted, there is 0% chance that they weren't boosted. 1 of them I reported last season for being boosted and Riot gave them a 2 week suspension and removed their rewards. You just gotta have patience.

Post from that account then, theres a big sign in your match history that points that those 2 accounts aren't being played by the same person. Also, a D3 wouldn't have over 800 games in silver, even if playing an off-role, mechanics and game knowledge would get you higher.
On the Diamond account actives are ALWAYS on 1. On the Silver 3 account the actives seem to not ever be on the same key because the player more than likely, like most silver players, aren't consistently using theeir actives. The actives on teh silver account are on 4 and 5, sometimes 2, sometimes 4, the same active items aren't being consistently used on the same keys, which is something diamond players regularly do.
