Terrible Mismatching In Ranked Games

This is a HUGE issue Riot. We looked up a player during our champ select for a ranked game and saw she was UNRANKED and played a total of 3 ranked games. This person had NO runes on their rune pages and incomplete mastery pages. Why are we getting matched with these players? My friend and I are trying to rank up while having above average MMR than our current ranks. We already struggle having feeders and AFKs on our team during ranked games. We are also not blaming this person for being under skilled. The problem lies in the fact that they are getting matched up with us. We do not want to play with or be matched with players that have unequal experience to ourselves and our opposing teammates in a ranked game. Especially when we are trying to climb. Please correct this grave issue. Thank you.
