Why we cant make remake in ranken when some one is afk

How could that be fair when someone lose his promo because that a player is afk and he playes 4 v 5 and if we surrend we lose the game and we cant remake and he might never come back again so why riot only give the ability to remake in the very early and does not allow us to remake atleast in ranked while someone is afk it will be very fair system. I could accept losing cause of someone is afk in normal but not in ranked spiciallyt promo so pls i hop the company think about its unfair decisions with the player and solve this problem and allow us to remake in any time when someone is desconnicted
