Sorry to say this dude but if you went 19/3/9 and couldn't win then you didn't end the game soon enough. When you reach full build, you won't be getting any stronger for the rest of the game, and the opponents just accelerate to full build quickly and your window of opportunity to carry vanishes.
At around 4/1 you should take proactive advantage of your lead and secure as many turrets as possible, immediately, and secure dragon.
