PBE Keeps Glitching on application page?

I keep trying to join PBE by clicking the I want to help! button but the next time i log in on here i have to click it again. Im not sure if i got rejected because my email has said nothing about it. If someone could help me know how i can get accepted or do i have to leave the page open or something that would really help.
