Is there a group that teaches noobs? I am only level 12, but I would like to learn more on how to build characters and strategize.

If you just started and you really want to learn there's a few things you can do first.

read the wiki. LoL has a wiki of all the champs, and just knowing what champs do goes a LONG way.
watch streams or videos. You can look up videos on YouTube that specifically teach basics, but if you want some in depth shit I recommend "imls" on twitch.
look at sites like lolking, mobafire, or probuilds for guides about how to build each champion.

My best advice to do as soon as your starting. CS. Learn to kill those minions like a master until you can consistently get 200 cs by 20 minutes. Good csing alone and general knowledge can get you to gold.
