Can anyone help me get a support ticket

I've been trying to get a chance to talk with riot support for months now. it never goes through though. I was wondering how I could get a ticket to be able to talk to them. my reason is because I was banned for using custom skins. this doesn't count as cheating, so I'm wondering if there would be an actual chance to get it back. that's all.
