Please do something about the matchups in normals

I dont know whats going on right now. Im only level 26 on my account, and i get matched up with silvers, diamonds and other duos/parties and all they do is troll. I also get matched up with summoners who are under level 20, i even found a summoner in my game that was new and managed to feed a smurfing lee sin. Please do something about these match ups, we should be able to play with teams that have similar play styles, and not summoners who are gonna spam pings and harass in the chat the entire game, all i want to do is have fun.
