LF> Duo Silver/Gold -- Persons with game knowledge

Qualities sought after:

Game knowledge, strategy, experience, proper itemisation, situational judgement, appropriate timing, healthy-mindset, Can play around things, Gg-occurring-rotations, leadership, determined, capable, self-control, useful attitudes etc.

Unfortunately placed silver and low-silver players in my games are constantly choosing champions they don't know how to play or champions that cannot even match enemy team compositions, don't know how to lane etc. Not blaming others for my losses, and I can hold my own within a game usually as long as I am not impatient and play on what I need, and everyone can fulfill their duties.

Really wish there was a system to divide people who are fooling around from those who are willing, and can enact, accordingly in the game.

Seems arrogant to even ask because of appearance of skill = rank in most of the communities minds, and it is a toxic culture, but truly there is not much that can be done about teams that have people within them that cannot hold their own and help others.

So... I am looking for a Duo partner that has independent thinking ability, and is confident in even advising me on their own if need be about what needs to be done or what I should do, capability. etc.
