Legitimate question about the Matchmaking system

The Back Story:

I am a new player on League of Legends. I just made my account about 3.5 weeks ago and hit level 21 recently. I have been playing Blind Pick 5v5 games lately.

My Question:

Why is it that I'm matched up against level 30's frequently (many times more than 1 in a game) who mostly are all ranked Silver I or higher? Can you please explain how/why this happens?

My Comment:

Although ultimately it will improve my skill to play against better players, I don't think this is fair. I don't have the same experience, skill level, nor champions to select from.

I did read Riot's official Matchmaking Guide found here but I don't see my question answered there. Specifically, why I'm matched against the higher level players as a non-level 30.

Well, you must win a lot of Blinds, or the others lose a lot of Blinds. MMR is based on how well you play in a specific mode. You are put in matches based on MMR.

It's also possible that the 30 is teamed with someone lower - are you seeing opposing players who are lower level than you in the same games?
