Spectating More People

I have noticed that one can only spectate ranked games and friends. I think possibly, one could search a summoner name, and if they are in-game, regardless if they are your friend or not, then you could spectate their game. I ask this, because there is a certain ranked player I prefer to watch, and I never get to spectate him.
