Hi, I am Gandair. It's nice to see that there is still interest in Dominion. Some friends linked me here and your post leaves me with several questions.
Firstly is why do you require TS and a headset? I can see the need for a non-LoL chat service but the headset requirement leaves me confused. A headset is headphones+microhpone. Would it be ok to have just a mic and speakers instead of a headset or alternatively headphones and speakers? I'd be interested in competing (since you mention literally nothing about streaming or recording it in any way) but I have headphones and a microphone, or speakers and a microphone, but I don't own a headset at all and wouldn't want to buy one just to play. Downloading TS is easy.
Secondly you say we have to follow "Late Night League and the summoner code". We all know (or should) what the summoner's code is, but you didn't explain what Late Night League is. Doing some websearches for Late Night League didn't turn up anything substantial. Is it a twitch stream or a twitter account or something like that? If it's a community you're involved in then perhaps you are overestimating how well-known you are.
Something to consider is "All players must be within our TeamSpeak for the duration of the tournament." and interrruptions of internet service. Alternatively there are few who's internet can't support both game and voice but may be capable players. More likely though, if someone's internet hiccups and causes them to drop from the TS will they be DQ'd over it? I'd also like to know who is going to be monitoring the TS during the tournament to ensure drops don't occur. If it is the same person that will be the admin of the tournament I don't have faith in their ability to constantly monitor all those things at once without small things slipping by.
These issues may seem rather silly but as a person well-versed in League of Legends Dominion tournaments we have had some really dumb things happen. A person once had a difference in capitalization between the name they signed up with and their actual in-game name. The opposing team argued they shouldn't play due to a simple capitalization error. People get very picky when competition is involved and some players will use specifics like those to their advantage. Sometimes upholding the spirit of a rule and not the letter causes it's own issues.
Also, why not stream the tournament? It's weird in a post 2010 world for a stream to not be mentioned considering how simple they are to set up. They are easy to run, difficult to run well, but for starters you could have something even if it's just a monitor being captured with the game and client on it. How are prizes distributed, does it use the Riot method of submitting summoner names or is it different from that?
Also is there a way to contact you outside of LoL, twitter or some other admin contact?
I'm interested in seeing how this plays out. I like dominion.

the rules only reference ARAM/Howling Abyss and they don't mention dominion
"Allowed Spectators: All but no one is allowed to spectate through the game lobby (only EVG On-Duty streamers allowed)."
does this mean you do have a stream?
"Must have a microphone for Teamspeak AND a headset to communicate with AND hear your team. You must verbally communicate with your team in game"
why microphone and headset, isn't that redundant? a headset comes with a microphone but the rules say you need to also have a stand-alone microphone? obviously i understand you mean simply the ability to communicate but you should really have it worded correctly if it's in some sort of official rule.

I'm pretty sure you can't actually unless it's a disqualifying reason that wasn't discovered until after the tournament had ended. Unless I've forgotten that part of Riot's prizing rules. Which it's entirely possible since it's been over a year for me.
"No excessive microphone noise, echo or disruption to communication"
Audio balancing is super hard... this is really unfair. Most people who play aren't the same people who have clean audio and a thorough understanding of how it works. Some people plug in a headset and that's it. If there's more to it than that some people just don't computer very well but DO play the game well. I can think of at least two people right away. One guy always sounds a little distorted and the other is always super quiet. One's a multiple 1st place winning player but always sounds mumbled and quiet. The other just sounds rough all the time because his device's mic isn't that great.
seems discriminatory in favor of gaming enthusiasts, i've put money into my hardware but not everyone else has
Saw this on the page also,
"Solo entry – You must enter as a individual. You will be randomly placed on a team."
that's just for the ARAM I hope, right? You don't have dominion info on there at all that I could find. I see that there's a bit for it on the main EVG splash page but it doesn't expressly say.
