ARAM pool includes champions you don't own as well.

This is what I originally thought it was, and was disappointed to find out it wasn't. It would be more random, and be more about trying something new and finding the champions you like. It's not like buying specific champions does anything for you in ARAM anyway. And what percentage of League games are ARAM, or what percentage of people only play ARAM? It's not like it'd be a huge loss to Riot. In modes like Nemesis I'm pretty sure the champion pool wasn't limited, I played Urgot loads of times and I don't own him.

I pretty much play ARAM exclusively. Ranked and normals in SR just doesn't interest me much

This idea is so old... It came like few hours after Howling Abyss was implemented. Lots of people were shocked Riot didn't do this..

System we have right now is unfair, but it helps Riot with numbers. Right now lots of players have additional "Aram account". 2 accounts look better than 1. Bigger numbers.....

It would be unfun imo to deal with the entire champ pool. You would get champs you have never played constantly. Once in awhile its fun to try a new champ, get stomped but also get some idea if you like the champ. This happening all the time would get sooooo old soooo fast. Also that goes double for newer players and they may be a large percentage of aram players. No meta, not strict, no pressure makes aram appealing to many without the experience on SR.
