That's highly unusual. Are you attempting to play Draft? Unfortunately the Draft queue was never able to recover from a major bug awhile back so everyone plays Blind now.

Welcome to the draft mode queue since... summer 2011? When Riot murdered Jabebot, which killed draft-mode Dominion.
